What federal funding uncertainty means for survivors in LA County
The continuity thesis, proven by events: when public dollars wobble, the services survivors rely on cannot.
The setup
Rainbow Services has stood with survivors across Los Angeles County since 1983. A large share of survivor services nationally runs on government funding, which means policy shifts at the federal level reach all the way down to a parent and child looking for somewhere safe to sleep tonight.
Why continuity is the point
Survivors do not need a one-time rescue. They need somewhere steady to land and stay while they rebuild. Funding that turns on and off cannot provide that. A steady private base is what lets services continue regardless of the federal weather.
When funding is uncertain, the gap does not show up in a budget line. It shows up in a turned-away call.
What supporters can do
Flexible, unrestricted giving is the most useful kind of support in an uncertain year. It lets Rainbow keep services steady wherever survivors are, countywide.
